Philadelphia residents have access to a new category of health insurance products starting next year. Independence Blue Cross, which has served the region for nearly nine decades, announced the availability of Virtual Care plans alongside traditional options for the 2027 coverage year.

The insurer has operated in the local market since the 1930s. It currently maintains a network that includes more than 60,000 doctors and 180 hospitals across the five-county area. This infrastructure supports the company's new offerings, which are designed to provide different levels of cost and convenience for individual and family buyers.

Koleen Cavanaugh, the company's Senior Vice President and Chief Marketing Officer, stated that the goal is to help members manage costs while supporting their health. She noted that the new lineup reflects a commitment to providing care in ways that fit the daily routines of consumers. The new plans include Personal Choice EPO Virtual Care options available at Gold, Silver, and Bronze coverage levels.

These new plans feature specific digital benefits. Members receive no-cost access to Teladoc Primary Care and can visit in-network specialists without a referral. The plans also include unlimited virtual visits for behavioral health and dermatology through Teladoc. Individuals enrolled in health savings account qualified plans can use these virtual visits before meeting their deductible. All plans include standard preventive services such as annual checkups, cancer screenings, and immunizations at no out-of-pocket cost.

The company also increased the financial incentives in its Healthy Lifestyles Rewards Program. Eligible members can now earn up to $750 in reward dollars on a Visa card, an increase of $300 over previous years. The rewards are tied to specific health actions. Members can earn up to $300 for completing 120 days of validated physical activity. Another $300 is available for participating in an approved weight management program, and up to $150 is available for completing a tobacco cessation program.

Open Enrollment for the 2027 plan year begins on November 1, 2026. The period runs through January 15, 2027. Consumers who enroll by December 15, 2026, will have their coverage effective on January 1, 2027. Those who enroll after that date but by the January 15 deadline will have coverage beginning February 1, 2027. This period is the only time each year when individuals without employer or government coverage can change plans.

Residents can enroll through the Pennie exchange or directly on the company's website. Licensed agents are available by phone from 8 a.m. to 8 p.m. Monday through Friday and until 1 p.m. on Saturdays. In-person assistance is available at the Independence LIVE center on the second floor of 1919 Market Street in Philadelphia. Spanish-speaking consumers can also call a dedicated line for assistance.

Current members of Independence Blue Cross do not need to take action to remain covered. New applicants should update their household and income information on pennie.com to determine eligibility for tax credits. The company emphasized that Teladoc is an independent company providing the virtual care services included in the new plans.
