The Verkhovna Rada voted on Monday, October 26, to extend Ukraine’s martial law and general mobilisation for another 90 days. President Volodymyr Zelenskyy introduced the bills, which passed with strong majorities in the plenary session.

A total of 293 members of parliament supported the extension of martial law, while 281 voted to prolong general mobilisation. Additionally, 280 MPs approved the immediate signing of these bills by the parliamentary chairman and their submission to the president for final signature. The current wartime rules expire at 05:30 on October 31, 2026, and the new measures will take effect until January 29, 2027.

In December 2025, Zelenskyy stated that the war with the Russian Federation would not conclude until Ukraine received effective security guarantees. He explained that martial law cannot be lifted until those guarantees are in place, emphasizing that without them, the risk of renewed aggression from a neighboring state would remain. The president noted that the conflict will only truly end when Ukraine can recognize that such a risk has been mitigated.

Martial law and general mobilisation have been in force in Ukraine since February 24, 2022. Previous legislative decisions had kept these measures active from August 2 through October 31, 2026. The latest vote continues the cycle of 90-day extensions that have defined the country’s legal and military status throughout the ongoing conflict.
