Pennsylvania House Speaker Joanna McClinton outlined her legislative priorities for the Commonwealth during a Monday event at the University of Pennsylvania. The conversation, held on Oct. 26, focused on her career path and specific policy goals, including raising the state minimum wage and increasing support for housing.
McClinton began her legal career with internships at the Philadelphia District Attorney’s Office and the Defender Association of Philadelphia while attending law school. She served as a public defender for seven years before acting as chief counsel to state Sen. Anthony Hardy Williams. In 2015, she won a special election for a seat in the Pennsylvania House.
The event was co-hosted by Penn Democrats and the Andrea Mitchell Center for the Study of Democracy. Mackenzie Sanford, a college first year and vice president senior deputy for Penn Dems, cited McClinton’s role as the first Black woman to lead the chamber as a reason for her attendance. Sanford described hearing from McClinton as "super inspiring as a woman looking to go into public service and policy."
When asked about the influence of her legal work on her politics, McClinton said that serving clients from diverse backgrounds taught her responsibility and compassion. She noted that those experiences "helped me be humble and start everything off with respect." She also framed confrontation and conflict as opportunities for personal growth.
Aidan Carroll, a college senior and president of Penn Dems, highlighted the state House’s policy agenda as a key part of the discussion. He pointed to specific efforts "to raise the minimum wage, legalize marijuana, and fully fund public transportation." Long Huy Jiang, another attendee, said he was struck by McClinton’s account of how serving her district preceded her rise to leadership positions.
McClinton described the demands of her daily schedule during the event. She told the audience that her day began with a press conference with a local police department and included a funeral service before her arrival at Penn. Her schedule continued after the discussion with a fundraiser and a Philadelphia Eagles watch party.
Reflecting on her career, McClinton stated, "It was hard, but it’s been a joy. It’s been an honor to defend our democracy."
